South Korean Startups (and the government) Save its Flailing Giant Tech Conglomerates?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">With 17 percent of the GDP, it\u2019s fair to say that\u00a0<\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/samsung-electronics\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Samsung<\/span><\/a><span style=\"font-weight: 400;\"> is South Korea, or at least has represented it on the global business stage for the last decade or so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But for the last year or so, with the contraction of the global economy and the dynamism of Chinese (<\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/xiaomi\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Xiaomi<\/span><\/a><span style=\"font-weight: 400;\">) and Indian (<\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/micromax-informatics\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Micromax<\/span><\/a><span style=\"font-weight: 400;\">) competitors in the smartphone industry, the giant chaebols of South Korea \u2014 Samsung first, then Hyundai and a few others \u2014 have experienced difficulty.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not only did their profits stop increasing, but for some like <\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/lg\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">LG<\/span><\/a><span style=\"font-weight: 400;\">, they have been \u201cbleeding money, and subsequently talent,\u201d according to our contacts.<\/span><\/p>\n<div id=\"attachment_2906\" style=\"width: 989px\" class=\"wp-caption aligncenter\"><img class=\"wp-caption-text\">South Korea chaebol statistics<\/p><\/div>\n<h2><\/h2>\n<h2><span style=\"font-weight: 400;\">The fall of the chaebols \u2013 how South Korean giant conglomerates stall<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">In a country where those huge conglomerates used to attract the graduate students from the top three universities (collectively known as SKY1 for Seoul National University, Korea University and Yonsei University) and be the primary scale of social life and recognition, this is quite a shock.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If South Korea went from having the same GDP as Ghana in 1957 to being on par with Israel or New Zealand today, it\u2019s partly because of the investments driven by thegovernment, and, in a new era of trouble, it again put a huge stack of money on the table to transform the country.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Here comes the (smart) government<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">After a week of exploration of the business and startup scenes in Seoul, a few recurring comments allow us to understand a big change has been in the making for the last two years.<\/span><\/p>\n<div id=\"attachment_2907\" style=\"width: 989px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-2907\" class=\"size-full wp-image-2907\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2016\/06\/SK3-1.png\" alt=\"Innovation creative south korea \" width=\"979\" height=\"564\" \/><p id=\"caption-attachment-2907\" class=\"wp-caption-text\">South Korea Creative Economy launch<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Not everyone seems to like the current president, <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Park_Geun-hye\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Park Geun-hye<\/span><\/a><span style=\"font-weight: 400;\">, but, without exception, everyone has \u201cgive credit\u201d to the way she has been driving quite a revolution via her \u201ccreative economy\u201d plan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The program, announced in her inaugural address of 2013, has since been developed into\u00a0<\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Creative_Economy_in_Korea\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a set of strategies<\/span><\/a><span style=\"font-weight: 400;\">, and, depending on sources and articles, range from a few to a few dozen billions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the most prominent investments:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">$66 billion for the development of <\/span><a href=\"http:\/\/www.zdnet.com\/article\/south-korea-to-spend-66-billion-in-creating-own-silicon-valley\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the Pangyo cluster<\/span><\/a><span style=\"font-weight: 400;\">, south of Seoul<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">5-for-1 and even 9-for-1 matching schemes for investment in startups by accredited investors<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">a network of 17 Centers for Creative Economy and Innovation (CCEI) across the country, some of which are backed by strong local chaebols, such as Hyundai Motor with the CCEI in Gwangju to develop hydrogen-powered vehicles<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">It is already possible to find startups hosted by the CCEI on <\/span><a href=\"http:\/\/www.startupkorea.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">StartupKorea.com<\/span><\/a><span style=\"font-weight: 400;\">, as well as other details on each center, such as their specialty field.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If other governments in the region and elsewhere have rather unsuccessfully poured money into creating a startup scene from scratch, the South Korean government has at least two strong references in the field of infrastructure creation leading to growth.<\/span><\/p>\n<div id=\"attachment_2908\" style=\"width: 989px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-2908\" class=\"size-full wp-image-2908\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2016\/06\/SK4-1.png\" alt=\"Kpop boyband smartphone \" width=\"979\" height=\"735\" \/><p id=\"caption-attachment-2908\" class=\"wp-caption-text\">K-Pop, proudly brought to you by South Korean government<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The first one is the deployment of the fastest high-speed Internet, making South Korea the first country to have more than 100 percent penetration. The second was with <\/span><a href=\"http:\/\/www.npr.org\/sections\/codeswitch\/2015\/04\/13\/399414351\/how-the-south-korean-government-made-k-pop-a-thing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">K-Pop, into which the government invested some $6 billion<\/span><\/a><span style=\"font-weight: 400;\"> in venues, subsidizing concerts and shows. It\u2019s admittedly an amazing export product in Asia, setting the trends in fashion, music and TV shows while still being in South Korean only, and not designed for export initially. Eventually, the 4G completed an already dense market to make it a perfect place to test apps of the future, in optimal infrastructure conditions.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Sixty accelerators to detect the new top 10 percent founders<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">This costly bet on entrepreneurship and creativity is still amazing in a country where the professional and social life have long been exclusively dominated by the largeconglomerates known as chaebol. Now, thanks to this support, most of them have opened labs and accelerators \u2014 it\u2019s a big change for their usually secretive culture.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a broader result, some 60 accelerators are now active in the country, with a variety of models, from <\/span><a href=\"http:\/\/home.futureplay.co\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">FuturePlay\u2019s<\/span><\/a><span style=\"font-weight: 400;\"> tech-driven and KAIST (the Korean MIT) engineered tech startups, to <\/span><a href=\"http:\/\/dcamp.kr\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">D-Camp<\/span><\/a><span style=\"font-weight: 400;\">\u2019s accelerator funded by a consortium of banks, to <\/span><a href=\"https:\/\/www.campus.co\/seoul\/en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Google\u2019s first Campus<\/span><\/a><span style=\"font-weight: 400;\"> \u00a0in Asia.<\/span><\/p>\n<div id=\"attachment_2909\" style=\"width: 952px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2909\" class=\"size-full wp-image-2909\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2016\/06\/SK5-1.png\" alt=\"Future play accelerator \" width=\"942\" height=\"1254\" \/><p id=\"caption-attachment-2909\" class=\"wp-caption-text\">South Korea accelerator FuturePlay co-founder Jung-Hee Ryu with Martin Pasquier<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Iterations within these government schemes also help to adapt fast. Again, the culture of speed and iterations of South Korea is at play. For the angel investment laws, for instance, four major changes have been passed in the scope of just two years, letting <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.linkedin.com\/in\/richarddmin\" target=\"_blank\" rel=\"noopener\">Richard Min<\/a>\u00a0<\/span><span style=\"font-weight: 400;\">from <\/span><a href=\"https:\/\/plus822.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">+822<\/span><\/a><span style=\"font-weight: 400;\">, an event company, and also heading Seoul\u2019s fashion tech accelerator, say that the biggest startup in South Korea is actually South Korea itself, led by its government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There\u2019s still a long way to go, and some loss, but it\u2019s part of the game. <\/span><a href=\"http:\/\/500.co\/500-kimchi-fund\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Tim Chae from 500Startups<\/span><\/a><span style=\"font-weight: 400;\"> still sees the value of it: \u201cEven if 90% of these new entrepreneurs aren\u2019t true entrepreneurs, finding the 10% of the new talent, true founders is always worth the price.\u201d<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">From South Korea-only unicorns<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Beyond the surface of these shiny statistics, it\u2019s interesting to take a look at the specialty of South Korea as a unique tech market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">South Korea is not merely the \u201cmarket of the future;\u201d more precisely, Richard Min adds, it\u2019s \u201cthe convergence capital of the world,\u201d where an amazing infrastructure meets a density of population, revenues and culture that has the capability to create strong local particularity.<\/span><\/p>\n<div id=\"attachment_2910\" style=\"width: 989px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2910\" class=\"size-full wp-image-2910\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2016\/06\/SK6-1.png\" alt=\"South Korea trend of startup unicorns\" width=\"979\" height=\"758\" \/><p id=\"caption-attachment-2910\" class=\"wp-caption-text\">South Korea startup unicorns<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">One interesting feature also detaches Korea from regional ecosystems, or even the global ecosystem: South Korea-only unicorns. South Korean tech startups can reach valuations of $1 billion and above, a feat usually reserved for startups growing in several countries, because of the high density of the local market in terms of infrastructure and revenues.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Coupang, the local e-commerce leader, has already surpassed the bar of the $1 billion valuation, and there\u2019s still a lot of room for growth. In their latest round of funding of<\/span><a href=\"http:\/\/venturebeat.com\/2015\/06\/03\/koreas-coupang-raises-1b-from-softbank-for-5b-valuation\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">more than $1 billion in the summer of 2015<\/span><\/a><span style=\"font-weight: 400;\">, their founders shared that it would not be for international expansion, but rather tapping into more verticals. Even VR. And many would. Those areas are getting a ton ofgovernment as well as conglomerate and VC support\/funding\u2026 so you can bet you\u2019ll see people take advantage. For me \u201cconvergence capital of the world\u201d means just that as well \u2014 converging classicgiant industries with tech to bring out new disruption and innovation (hence tech, music, fashion, film as the spearhead categories for our conference), and where else but Korea (in Asia) does it make sense to bring together those industries? The point of the creative economy is to foster the one real infinitely renewable resource: creativity and innovation\u2026 and the government puts a stimulus investment to build that ecosystem to do so.\u201d<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Launching in Asia, and in the world<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">South Korea is also described at many of our meetings as a launchpad for mature mobile markets, as developers can experience a market where very few technology constraints exist, and invent new types of media or apps that take full advantage of the 4G and the 5G (up to 1,000 faster), which is in test today and should find its first applications available in South Korea by 2018.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Typically, streaming here is not an issue, and most smartphones can receive TV signals directly, as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Richard Min deems that the rise of the smartphone helped South Koreans accept foreign products and apps, and, conversely, is now allowing them to develop for overseas markets: \u201cIf Angry Birds was the first Trojan horse from the West, it also showed to younger Koreans that a career at Samsung was not the only way to be successful, hence, a new generation of entrepreneurs serving first the local market, and hopefully the surrounding countries next.\u201d<\/span><\/p>\n<div id=\"attachment_2905\" style=\"width: 989px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2905\" class=\"size-full wp-image-2905\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2016\/06\/SK1-e1466581723617-1.png\" alt=\"South Korea start up gangnam \" width=\"979\" height=\"654\" \/><p id=\"caption-attachment-2905\" class=\"wp-caption-text\">South Korea Gangnam startup district<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">For Tim Chae, the timing is good, but more needs to be done: \u201cThere will be a Silicon Valley type of Hub in Asia within the next 5 years, it\u2019s certain, outside of China which stands as another planet completely. Will it be Hong Kong, Singapore, Seoul?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regionally, the support from the government, combined with the <\/span><a href=\"https:\/\/chrissantosra.wordpress.com\/2012\/03\/05\/koreas-pali-pali-culture-and-its-dynamism\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">pali-pali<\/span><\/a><span style=\"font-weight: 400;\"> (fast, fast!) culture in South Korea and the first-of-its-kind mobile and Internet infrastructure all help differentiate from nearby markets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Japan still has stronger brands, although they have been sidelined for a while (think of<\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/sony\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sony<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/toshiba\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Toshiba<\/span><\/a><span style=\"font-weight: 400;\"> or <\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/nintendo\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Nintendo<\/span><\/a><span style=\"font-weight: 400;\">, not to mention Sharp\u2019s sale to Foxconn), and China is strong both on prices and now on innovation as we saw while <\/span><a href=\"http:\/\/www.www.innovationiseverywhere.com\/learning-tour-in-shenzhen-2015-welcome-to-the-silicon-valley-of-hardware\/\"><span style=\"font-weight: 400;\">visiting Shenzhen back in November<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So can South Korea be the \u201cconvergence capital of the world,\u201d acting both as a test-bed for the future of mobile and a launchpad for Asia?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the needs people in the tech ecosystem identify is a change of mindset and a success story from the younger generations: \u201cToday, the Coupang, the Kakao, have all been launched by people in their forties, educated in the US\u2026 we need a local \u201cZuckerberg,\u201d someone young, with strong local anchors, to inspire the next generation of entrepreneurs,\u201d adds Min.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Near-future: O2O and fintech as potential fields for unicorns<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">In the meantime, two fields are gathering traction and attention from the VCs. As in many emerging markets, the banking industry has been in South Korea the first to be set up, to allow all other types of transactions to happen smoothly.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the last two years, the government started to deregulate parts of the finance industry, and P2P lending platforms have been opening, such as <\/span><a href=\"https:\/\/www.peoplefund.co.kr\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">People Fund<\/span><\/a><span style=\"font-weight: 400;\">, which processed $13 million in 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">O2O is the second field where lot is happening, due to a combination of dense cities (Seoul-Incheon is the <\/span><a href=\"http:\/\/www.newgeography.com\/content\/004280-largest-world-cities-2014\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">world\u2019s fourth largest city<\/span><\/a><span style=\"font-weight: 400;\">, with 23 million inhabitants), high technology and need for convenience.<\/span><\/p>\n<div id=\"attachment_2911\" style=\"width: 989px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2911\" class=\"size-full wp-image-2911\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2016\/06\/SK8-1.png\" alt=\"Kakao talk south korea o2o\" width=\"979\" height=\"667\" \/><p id=\"caption-attachment-2911\" class=\"wp-caption-text\">Kakao Talk, South Korea\u2019s leading messaging app, entering the O2O market with, among other things, farm products delivery<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.crunchbase.com\/product\/kakaotalk\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Kakao Talk<\/span><\/a><span style=\"font-weight: 400;\">, the South Korean leader in messaging apps (and a forefather of <\/span><a href=\"https:\/\/www.crunchbase.com\/product\/wechat\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">WeChat<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span><a href=\"https:\/\/www.crunchbase.com\/organization\/line-corporation\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">LINE<\/span><\/a><span style=\"font-weight: 400;\">), is now entering the field in order to diversify its revenues from the sales of stickers and games. They are trying out a pilot with Kakao Farmer to deliver fresh products from farms.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other startups include <\/span><a href=\"http:\/\/ceo.baemin.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Baedal Minjok<\/span><\/a><span style=\"font-weight: 400;\"> ($36 million raised in a Series D) in food delivery, and <\/span><a href=\"http:\/\/plugger.cc\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Plugger<\/span><\/a><span style=\"font-weight: 400;\">, whose promise is to deliver a fresh new car battery in case yours is dead.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">The risk is that in five years, we\u2019ll be like Japan is today<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">There\u2019s a lot of activity going on in South Korea these days to prevent the decline of the chaebols, which could leave the country without a new wave to surf.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One risk mentioned by several of our contacts is the end of the mandate of President Park Geun-hye in a year and a half.
