Here are my notes on the first lesson.<\/p>\n<h2>Beyond Silicon Valley: Cleveland as a playground for innovation ecosystem building<\/h2>\n<p>A hundred years ago, <strong>Cleveland was one of the most important cities in the US,<\/strong> and went up to being the <strong>5th largest city in the US <\/strong>(1910-1920) very confident, with a rising industrial production. Steel makers, chemical plants, were all there, and innovative. <strong>John D Rockefeller<\/strong> did begin his adventure as an entrepreneur in Cleveland.<\/p>\n<div id=\"attachment_1149\" style=\"width: 650px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/10\/mooc-coursera-Beyond-Silicon-Valley-Growing-Entrepreneurship-in-Transitioning-Economies-by-Professor-Michael-Goldberg-innovation-is-everywhere-startup-ecosystems-emerging-markets-2-ohio-third-frontier-cleveland-3.png\" target=\"_blank\" rel=\"noopener\"><img fetchpriority=\"high\" fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-1149\" class=\"wp-image-1149 size-full\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/10\/mooc-coursera-Beyond-Silicon-Valley-Growing-Entrepreneurship-in-Transitioning-Economies-by-Professor-Michael-Goldberg-innovation-is-everywhere-startup-ecosystems-emerging-markets-2-ohio-third-frontier-cleveland-3.png\" alt=\"mooc coursera Beyond Silicon Valley- Growing Entrepreneurship in Transitioning Economies by Professor Michael Goldberg innovation is everywhere startup ecosystems emerging markets 2 ohio third frontier cleveland\" width=\"640\" height=\"410\" \/><\/a><p id=\"caption-attachment-1149\" class=\"wp-caption-text\">The rank of Cleveland among American cities<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><strong>By the 1950s Cleveland began\u00a0to lose it,<\/strong> maybe for being too focused on heavy industry. Progressively, big companies failed, and no new jobs were provided.<em> \u201cWe were used to have big businesses, we forgot to be innovative\u201d,<\/em> says Dorothy Baunach, founding president of <a title=\"Nortech Cleveland\" href=\"http:\/\/www.nortech.org\/\" target=\"_blank\" rel=\"noopener\">Nortech<\/a>, which advocated for a new path. In, Cleveland was ranked 61th by a ranking of Entrepreneur Magazine.<\/p>\n<p>Upon reconstruction, discussion tried to figure out <strong>what was missing, capital, or investable ideas,<\/strong> a debate which spans all nascent tech ecosystems. <a title=\"Jumpstart Cleveland\" href=\"http:\/\/www.jumpstartinc.org\/\" target=\"_blank\" rel=\"noopener\">Jumpstart<\/a> was created as an agency to drive this change, with Ray Leach, a serial entrepreneur from Cleveland, offered the position of CEO.<\/p>\n<p>Bruce Katz, author of the Metropolitan Revolution and working at the Brooking Institution, stresses the role of the government in this renewal: <em>\u201cit provides the kind of investment for technology, in places perceived as not so good in the new economy.<strong> There\u2019s a market failure here\u201d<\/strong><\/em><strong>.<\/strong><\/p>\n<h2><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/10\/cleveland-startup-scene-tech-ecosystem-transition-economies-beyond-silicon-valley-mooc-innovation-is-everywhere-martin-pasquier-ohio-third-frontier-3.jpg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-1152\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/10\/cleveland-startup-scene-tech-ecosystem-transition-economies-beyond-silicon-valley-mooc-innovation-is-everywhere-martin-pasquier-ohio-third-frontier-3.jpg\" alt=\"cleveland startup scene tech ecosystem transition economies beyond silicon valley mooc innovation is everywhere martin pasquier ohio third frontier\" width=\"625\" height=\"400\" \/><\/a><\/h2>\n<p>&nbsp;<\/p>\n<h2>Role of government in tech ecosystems: the case of Ohio Third Frontier program<\/h2>\n<p>What kind of initiatives should the government support? Programs for entrepreneurship can sometimes be too scattered and disorganised. Entrepreneur Charu Ramanathan, founder of CardioInsight, explains what kind of support she got from the Cleveland government. <em>\u201cAbout 10% of our funding come from the state\u201d<\/em>, she says.<\/p>\n<p>The state of Ohio created in 2002 a program called<strong> <a title=\"Ohio Third Frontier\" href=\"http:\/\/development.ohio.gov\/bs_thirdfrontier\/\" target=\"_blank\" rel=\"noopener\">The Third Frontier<\/a>,<\/strong> to focus resources on the strengths of the state\u2019s industries, with more coordination. <strong>$2.3bn credits were approved by voters<\/strong>, <em>\u201cwithout it, we would have to move out of Cleveland\u201d<\/em>, says Charu.<\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/10\/ohio-third-frontier-innovation-ecosystem-beyon-silicon-valley-coursera-mooc-innovation-is-everywhere-martin-pasquier-emerging-markets-startup-scene-3.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1150 size-full\" title=\"ohio third frontier innovation ecosystem beyon silicon valley coursera mooc innovation is everywhere martin pasquier emerging markets startup scene\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/10\/ohio-third-frontier-innovation-ecosystem-beyon-silicon-valley-coursera-mooc-innovation-is-everywhere-martin-pasquier-emerging-markets-startup-scene-3.png\" alt=\"ohio third frontier innovation ecosystem beyon silicon valley coursera mooc innovation is everywhere martin pasquier emerging markets startup scene\" width=\"640\" height=\"298\" \/><\/a><\/p>\n<p><strong>Two key things are done by the government<\/strong> to ensure some results.<\/p>\n<ul>\n<li>First, <strong>an outside match requirement,<\/strong> so that the private funding is always associated with the public one. <em>\u201cThose matching dollars can come in many different ways. It acts as a second screening\u201d<\/em>, says an official from the Third Frontier.<\/li>\n<li>Then, <strong>a third party independent evaluation<\/strong> to better allocate resources. This party would look at the proposal and assess it.<\/li>\n<\/ul>\n<p>What <strong>metrics<\/strong> are used for government action? A common one is \u201cjobs created\u201d, but part of the problem is that investment often increase productivity of a person, a more qualitative value could be the revenue generated per individual. <strong>Follow-on capital<\/strong> is another possible KPIs which assess of an initial success.<\/p>\n<p>In any case, the government should not <em>\u201cact as a king makers, and look at the entrepreneur\u2019s needs, not at his project itself\u201d<\/em>, adds a Cleveland investor. In other countries, such as Vietnam, the role can be different, as the scene is smaller. Moez Dalloua from Tunisia\u2019s FSVC, adds that <em>\u201cwith some schemes, the government puts as much as 96% of the costs of the startups, so the entrepreneur, adding only 4%, has too low risk\u201d<\/em>.<\/p>\n<p>The <strong>scale<\/strong> of the Third Frontier also makes it significant, compared to other similar government programs. Funding must be big to have an impact.
