{"id":1101,"date":"2014-09-21T10:23:38","date_gmt":"2014-09-21T02:23:38","guid":{"rendered":"http:\/\/www.www.innovationiseverywhere.com\/?p=1101"},"modified":"2014-09-21T10:23:38","modified_gmt":"2014-09-21T02:23:38","slug":"open-data-in-the-philippines","status":"publish","type":"post","link":"https:\/\/innovationiseverywhere.com\/fr\/open-data-in-the-philippines\/","title":{"rendered":"Open-data in the Philippines: best practices from disaster relief and transportation mapping"},"content":{"rendered":"<p>While attending Geeks on a Beach last month, we also spent some time in Manila to visit a few labs and agencies, and had several discussions on <strong>the state of open-data in the Philippines<\/strong>.<\/p>\n<p>Quick reminder: open-data is a recent trend for government, companies and institutions to <strong>release their datasets freely<\/strong>, so that users, developers, citizens or consumers can make use of it and <strong>create new services<\/strong> (check <a title=\"FixmyStreet\" href=\"http:\/\/www.fixmystreet.com\/\" target=\"_blank\" rel=\"noopener\">FixmyStreet<\/a> for a \u00ab\u00a0citizen 2.0\u00a0\u00bb stint or <a title=\"FlyonTime\" href=\"http:\/\/flyontime.us\/\" target=\"_blank\" rel=\"noopener\">FlyonTime<\/a> for a more commercial approach).<\/p>\n<p>The Philippines, <a title=\"Philippines tech ecosystem\" href=\"www.www.innovationiseverywhere.com\/philippines-startup-ecosystem-tipping-point-island-frontier\/\" target=\"_blank\" rel=\"noopener\">a 100m population country we have been exploring<\/a>, hosts quite <strong>a few very good applications of open-data<\/strong>, and they also have a strong <strong>support from the government<\/strong> side to do so. Here&rsquo;s some of their creations, with the explanations\u00a0of Ivory Ong,\u00a0Outreach Lead of <a title=\"open-data philippines\" href=\"http:\/\/data.gov.ph\/\" target=\"_blank\" rel=\"noopener\">Open Data for the Department of Budget and Management<\/a> of the government of the Philippines.<\/p>\n<h2><\/h2>\n<h2>Key milestones of the open-data in the Philippines<\/h2>\n<p dir=\"ltr\" style=\"color: #222222;\"><span style=\"color: #000000;\">The major milestone for the open-data in the Philippines was <strong>the official launch of <a style=\"color: #1155cc;\" title=\"Data.gov.ph\" href=\"http:\/\/data.gov.ph\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\"><span class=\"il\" style=\"color: #222222;\">data<\/span>.gov.ph<\/span><\/a> in January 16, 2014<\/strong> after a 6-month development period. <em>\u00ab\u00a0We have had <strong>500,000 page views as of June this year.<\/strong> We published <strong>650 datasets<\/strong> at the time and had infographics (static <span class=\"il\">data<\/span> visualizations and interactive dashboards) already which was the unique selling point of our <span class=\"il\">data<\/span> portal. We were able to push out an additional 150 datasets by May 5, 2014&Prime;,<\/em> says Ivory.<\/span><\/p>\n<p><iframe src=\"\/\/player.vimeo.com\/video\/84140522\" width=\"500\" height=\"281\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><a href=\"http:\/\/vimeo.com\/84140522\" target=\"_blank\" rel=\"noopener\">Open Data<\/a> from <a href=\"http:\/\/vimeo.com\/user21642573\" target=\"_blank\" rel=\"noopener\">DGPH<\/a> on <a href=\"https:\/\/vimeo.com\" target=\"_blank\" rel=\"noopener\">Vimeo<\/a>.<\/p>\n<p><span style=\"color: #000000;\">The team also lead <strong>two government-organized hackathons:<\/strong> <a style=\"color: #1155cc; text-decoration: underline;\" title=\"kabantay ng bayan\" href=\"http:\/\/data.gov.ph\/news\/kabantayngbayan-hacking-national-budget\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000; text-decoration: underline;\">#KabantayNgBayan<\/span><\/a> <a style=\"color: #1155cc; text-decoration: underline;\" title=\"budget transparency philippines\" href=\"http:\/\/www.interaksyon.com\/infotech\/dbm-releases-data-to-hackers-to-help-the-public-understand-budget\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000; text-decoration: underline;\">(on budget transparency)<\/span><\/a> and <a style=\"color: #1155cc;\" title=\"Readysaster\" href=\"http:\/\/data.gov.ph\/news\/readysaster-hack-resilience\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\">Readysaster<\/span><\/a> <a style=\"color: #1155cc;\" title=\"Disaster preparedness Philippines\" href=\"http:\/\/data.gov.ph\/news\/readysaster-hack-resilience-post-event-report\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\">(on disaster preparedness)<\/span><\/a> to build awareness on the use and benefits of <span class=\"il\">open<\/span> government <span class=\"il\">data<\/span>. Another milestone is having a<strong> <a style=\"color: #1155cc;\" title=\"Data skills training Philippines open data\" href=\"http:\/\/data.gov.ph\/news\/data-skills-training-open-knowledge-foundation\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\"><span class=\"il\" style=\"color: #222222;\">Data<\/span> Skills Training<\/span><\/a><\/strong> for civil society organizations, media, and government to build capacity with <span class=\"il\">data<\/span> scraping, cleaning, and visualizing.<\/span><\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/open-data-philippines-disaster-digital-hackathon-data.gov_.ph-resilience-innovation-is-everywhere-martin-pasquier-manila-3.jpg\" target=\"_blank\" rel=\"noopener\"><img fetchpriority=\"high\" fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-1108\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/open-data-philippines-disaster-digital-hackathon-data.gov_.ph-resilience-innovation-is-everywhere-martin-pasquier-manila-3.jpg\" alt=\"open data philippines disaster digital hackathon data.gov.ph resilience innovation is everywhere martin pasquier manila\" width=\"640\" height=\"960\" \/><\/a><\/p>\n<p dir=\"ltr\" style=\"color: #222222;\"><span style=\"color: #000000;\"><em>\u00ab\u00a0Back in June, we likewise conducted our<a style=\"color: #1155cc;\" title=\"Open data Philippines \" href=\"http:\/\/data.gov.ph\/news\/open-data-ph-adb-reta-6445-launch-workshop\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\"> first <strong><span class=\"il\" style=\"color: #222222;\">Open<\/span> <span class=\"il\" style=\"color: #222222;\">Data<\/span> training at a city level<\/strong> (Butuan City, Agusan del Norte)<\/span><\/a> where local civil society organizations and local government units created offline visualizations from <span class=\"il\">data<\/span> disclosed by the Department of Interior and Local Government (DILG) via the <\/em><span style=\"color: #000000;\"><em><a style=\"color: #1155cc;\" title=\"Full disclosure policy portal philippines\" href=\"http:\/\/fdpp.blgs.gov.ph\/\" target=\"_blank\" rel=\"noopener\">Full Disclosure Policy Portal<\/a>\u00ab\u00a0<\/em>, she adds.<\/span><\/span><\/p>\n<h2><\/h2>\n<h2>Mapping the transports in Metro Manila with students embedded on all routes<\/h2>\n<p>While talking with Ivory and Levi Tan Ong, one of the co-founders of <a title=\"By Implication Philippines\" href=\"http:\/\/www.www.innovationiseverywhere.com\/visit-awesome-lab-implication-two-creative-agencies-manila-philippines\/\" target=\"_blank\" rel=\"noopener\">By Implication, a digital agency<\/a>, I&rsquo;ve heard about a quite funny story.<\/p>\n<p>Just as in so many emerging markets,\u00a0the <strong>transportation system<\/strong> is organically grown. Except for the MRT or subway systems where an official map helps to navigate the city, most routes by local bus (dubbed <strong>jeepneys<\/strong> in the Philippines, but one can think of Nairobi&rsquo;s matutu as well) are <strong>unwritten<\/strong>. People just know them, stations are all over the road and nowhere at the same time.<\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-transportation-map-manila-jeepney-innovation-is-everywhere-martin-pasquie-3.jpg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-1109\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-transportation-map-manila-jeepney-innovation-is-everywhere-martin-pasquie-3.jpg\" alt=\"philippines open data transportation map manila jeepney innovation is everywhere martin pasquie\" width=\"640\" height=\"425\" \/><\/a><\/p>\n<p>So the Department of Transport launched two initiatives to solve the issue. First, by <strong>putting students with GPS plotting software in all the jeepneys and local buses to map their actual routes<\/strong>, and then by <strong>releasing the data<\/strong> to have the communities of developers build an app for that. <em>\u00ab\u00a0From the little that I know, this was done because Department of Transport and Communication\u00a0and its attached agencies have clashing statistics on the exact number of routes\u00a0\u00bb<\/em>, adds Ivory.<\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-manila-open-data-policy-hackathon-sakay.ph-transportation-app-map-by-implication-innovation-is-everywhere-martin-pasquier-3.png\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-1110\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-manila-open-data-policy-hackathon-sakay.ph-transportation-app-map-by-implication-innovation-is-everywhere-martin-pasquier-3.png\" alt=\"philippines manila open data policy hackathon sakay.ph transportation app map by implication innovation is everywhere martin pasquier\" width=\"640\" height=\"351\" \/><\/a><\/p>\n<p>Creative agency <a title=\"ByImplication\" href=\"http:\/\/byimplication.com\/\" target=\"_blank\" rel=\"noopener\">By Implication<\/a> then won the Open Community Award at the <a title=\"Philippines Transit Hackathon\" href=\"http:\/\/philippine-transit.hackathome.com\/\" target=\"_blank\" rel=\"noopener\">Philippines Transit App Challenge<\/a>, with <strong><a title=\"Sakay transport manila open data philippines\" href=\"http:\/\/sakay.ph\/\" target=\"_blank\" rel=\"noopener\">Sakay.ph<\/a>, an app which helps you to know which combination of transportation to use to go from A to B&#8230;<\/strong> quite convenient for the foreigner I am in the gigantic Metro Manila area!\u00a0The app is recording about <strong>50 000 requests per month<\/strong> since inception, and if there&rsquo;s still some glitches on the data, it&rsquo;s the first real online map and direction service for Manila.<\/p>\n<h2><\/h2>\n<h2>Where is the Foreign Aid for disaster going? Open Reconstruction will tell<\/h2>\n<p>The same agency is also behind <strong><a title=\"Open Reconstruction Philippines\" href=\"http:\/\/openreconstruction.gov.ph\/\" target=\"_blank\" rel=\"noopener\">Open Reconstruction<\/a>,<\/strong> an open-data platform which tracks where the <strong>aid money<\/strong> after typhoon Yolanda hit the archipelago in November 2013.<\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-1-3.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1111\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-1-3.png\" alt=\"philippines open-data open reconstruction yolanda typhoon disaster technology crowdsourcing innovation is everywhere martin pasquier 1\" width=\"540\" height=\"262\" \/><\/a> <a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-2-3.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1112\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-2-3.png\" alt=\"philippines open-data open reconstruction yolanda typhoon disaster technology crowdsourcing innovation is everywhere martin pasquier 2\" width=\"540\" height=\"268\" \/><\/a><\/p>\n<p>It&rsquo;s not just a storytelling of where funds are allocated, as Levi says: <em>\u00ab\u00a0Several towns asked for money to rebuild infrastructure and housing, but at that time, it was a long process in 5 steps at least to get funding, and all was in paper. So <strong>what we provide is a digitalisation of the aid process.<\/strong> First, by streamlining the process of applying for money and making all steps digital, traceable, and in a second step, by releasing this data to the public to increase transparency of the overall aid effort\u00a0\u00bb.<\/em><\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-3-3.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1113\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-3-3.png\" alt=\"philippines open-data open reconstruction yolanda typhoon disaster technology crowdsourcing innovation is everywhere martin pasquier 3\" width=\"559\" height=\"537\" \/><\/a><\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-4-3.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1114\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/philippines-open-data-open-reconstruction-yolanda-typhoon-disaster-technology-crowdsourcing-innovation-is-everywhere-martin-pasquier-4-3.png\" alt=\"philippines open-data open reconstruction yolanda typhoon disaster technology crowdsourcing innovation is everywhere martin pasquier 4\" width=\"640\" height=\"312\" \/><\/a><\/p>\n<p>The connection between the agency&rsquo;s work and the government open-data team seems to work on the topic of foreign aid. Ivory adds that <em>\u00ab\u00a0Context at the time was that there were a lot of news releases saying that humanitarian aid was coming in specifically for Yolanda. <strong>There were assumptions that government agencies might be getting funds yet are not using it<\/strong> for its intended purpose. When we finally launched the site and finished the scoping of the information-goods-cash flow [see infographic from the <a title=\"FAITH Philippines open data\" href=\"http:\/\/www.gov.ph\/faith\/\" target=\"_blank\" rel=\"noopener\">FAITH<\/a> site below], we found out that only a small portion went to government and <strong>a vast majority went to multilateral agencies<\/strong> such as the UN and the Philippine Red Cross. Public demand died down because of it\u00a0\u00bb.<\/em><\/p>\n<p><a href=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/Philippines-open-data-policy-FAITH-foreign-aid-transparency-hub-yolanda-typhoon-transparency-big-data-south-east-asia-martin-pasquier-innovation-is-everywhere-hackathon-apps-citizen-manila-1-3.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1107\" src=\"http:\/\/innovao.cluster030.hosting.ovh.net\/wp-content\/uploads\/2014\/09\/Philippines-open-data-policy-FAITH-foreign-aid-transparency-hub-yolanda-typhoon-transparency-big-data-south-east-asia-martin-pasquier-innovation-is-everywhere-hackathon-apps-citizen-manila-1-3.png\" alt=\"Philippines open-data policy FAITH foreign aid transparency hub yolanda typhoon transparency big data south east asia martin pasquier innovation is everywhere hackathon apps citizen manila 1\" width=\"640\" height=\"2001\" \/><\/a><\/p>\n<p>Open Reconstruction\u00a0is the\u00a0other half of what the open-data team wanted FAiTH data to be connected to: how the money was spent and if it was used for the intended purpose. It gives\u00a0anyone, by bringing data to light, a chance to be a watchdog to hold government to account.<\/p>\n<h2><\/h2>\n<h2>What&rsquo;s next for open-data in the Philippines? Training, training, training<\/h2>\n<p>In just a few months, the open-data community did hit quite a few convincing milestones, both with government support and the involvement of the community of developers. There&rsquo;s still a lot to do, as Ivory tells us, because <strong>as in any digitalisation, training, change management and making sure the administration and the public understand and accept this new policy is key.<\/strong><\/p>\n<p><em>\u00ab\u00a0I guess this goes back to our first time to run the training to create offline data visualizations back in June. Local government unit representatives who were intimately familiar with local budget data had an easier time to create visualizations and explain it. After the crash course training for free online tools they can use, we went into a <strong>workshop<\/strong> proper where they select PDF files from the <a title=\"Full Disclosure Policy Portal Philippines\" href=\"http:\/\/fdpp.blgs.gov.ph\/\" target=\"_blank\" rel=\"noopener\">Full Disclosure Policy Portal<\/a> (based on the city\/municipality they lived in) and proceeded to discuss with their groupmates on how best to visualize it using colored paper and pentel pens.<\/em><\/p>\n<p><em><strong>These actors at a local level are important<\/strong> since they serve as potential information intermediaries who can communicate data into digestible stories that citizens can relate to based on their needs. Citizens who reside in remote or rural areas and are not familiar with government jargon\/processes can be informed and empowered if intermediaries exist.<\/em><\/p>\n<p><em>From our initial experience, I think I can propose <strong>4 important must-have skills<\/strong> for intermediaries:<\/em><\/p>\n<ul>\n<li><em><strong>technological capacity<\/strong> (i.e. use of ICT) to clean\/structure\/visualize data<\/em><\/li>\n<li><em>good understanding of <strong>government vocabulary and process<\/strong> (for data analysis and interpretation)<\/em><\/li>\n<li><em>deep knowledge of <strong>local \/ community needs<\/strong> and priorities\u00a0<\/em><\/li>\n<li><em><strong>communication<\/strong> skills, particularly storytelling with data<\/em><\/li>\n<\/ul>\n<p><em>The last skill is important because stories are easier to understand versus listening to technical jargon. Filipinos are very much into knowing hat&rsquo;s what in the lives of family, friends, celebrities, and politicians. Stories trump statistics in this case so learning how to narrate what dataset\/s mean can be more useful.
